About service registry

The service registry is a mechanism to discover and coordinate distributed components in a Pega cluster.

It is available starting from Pega 8.3.0 and meant to replace Hazelcast as a cluster manager. The main goal is to provide a consistent and predictable cluster behavior avoiding situations such as split-brain syndrome.

Is this specific to Pega Cloud or all Pega Platforms 8.3.x+ that Hazelcast has been fully replaced?

It is not specific to Pega cloud. Cluster management has been replaced by the Service Registry for all environments.
