This is not possible in the current versions of Robot Manager as I am aware. There might be a service or something you could add to PRPC to allow your bots to get this information, but there is nothing provided out of the box to do this (at least in the versions of RM that I have worked with).

You can have agent at PRPC end to check for queues and when the agent find it empty, trigger another robotic activity from PRPC for automation in OpenSpan to close it. Seems to be feasible with some effort.
