Based on official release on https://oracle.com, Oracle Database 19c, is the long term support release of the Oracle Database 12c and 18c family of products, offering customers Premier and Extended Support through to March 2023 and March 2026 respectively.

For now we have Pega 8.3.x in release and only 18c is supported for this.

We do not have any ETA for 19c yet.
As soon as newer release is tested for compatibility it will be updated in guide as well.

We do not "backward test" platforms - we don't test all the older versions of Pega Platform on newer vendor versions like Oracle 19c. We are planning on testing Oracle 19c on the upcoming release of Pega Platform (8.4), but not any prior versions.
As stated at the beginning of the latest Platform Support Guide:
Pega typically will support deployment on these later versions even if they are not explicitly listed in this guide. Clients are encouraged to upgrade stack components in accord with their IT or business policies, and report any issues via My Support Portal on the Pega Community.
Where known issues exist, they will be included in the next edition of this guide, and in Support Articles on the Pega Community. In these cases, clients may need to upgrade to a more recent Pega Platform release.
