When do we need an enterprise application
When do we exactly need an enterprise application, For Example in the case of the LSA 7.3 Front Stage application I figured that the framework is not needed but felt the need of Enterprise as I wish to upload the Application logo and login screen customization rules to be placed in enterprise as they are agreed standards for this enterprise. But seems only a implementation is built directly on the Pega Rules application.
Of Course I can upload them to a Org Ruleset but felt best to keep them in 2 different layers.

If you include the same ruleset in different Applications you receive a warning making you aware that the ruleset is subject to change and that change may impact your Application.
Hence, ideally you want to dedicate rulesets to one Application and manage reuse using Application versioning.
That said you do not need to define an Enterprise-wide, all-encompassing Application that includes every ruleset that can potentially be used by any or every Application
Instead you can define an Application that contains "core" rulesets with other less-used rulesets included in other Application definitions.
Your application only needs to be built on Applications (plural) that contain rulesets that you actually use.
