We need to expose Pega application via services and need to write N number of services to process the work flows. What are the best practices we need to consider.

1. Which layer to consider to build services. Fw vs IMPL
2. Do we need to build separate Class group or related classes to build all services?
3. Where to build generic services example 'Insured creation' --. is that org layer, div layer etc.., which class to consider for build?
4. Is there any specific class to consider for service building? Any best practices like Data layer, interface layer, Int layer , Or existing classes etc.
5. Do we need to consider different rule set and application?
