Using branch RuleSets and merging for parallel development.

Hi team

I am trying to acess the below page and I get access denied. Can anyone provide me with the article or if there are any Pega guidelines or recomendations on Parallel development on Pega 8.2.2. I am looking for some directions on Branch creation and Merging for parallel development and using Jenkins for automation of Branch merge etc. My Client has 13 different environments please let me know if we use deployment manager is it possible to add environments and customize the flows
