UserWorkForm changes are no reflected when the portal is launched
I am working on Pega 71.7 and I have used UserWorkForm fragment to hold custom scripts.
Since a few weeks ago, the newest changes does not reflect when the code is checked in. It always shows the older version when the HTML code is examined. Only when I take a private checkout it will be picked.
We have tried clearing rule cache, restarted the server with cleared cache and nothing seems to work.
Hope someone can shed some light to resolve this issue.

Did you try the below steps to clear cache?
TRUNCATE TABLE rules.pr_assembledclasses;
TRUNCATE TABLE rules.pr_sys_cache_dep;
TRUNCATE TABLE rules.pr_sys_cache_entry;
TRUNCATE TABLE rules.pr_sys_cache_impl;
TRUNCATE TABLE rules.pr_sys_class_ancestors;
TRUNCATE TABLE rules.pr_sys_ruleset_index;
TRUNCATE TABLE rules.pr_sys_app_ruleset_index;
TRUNCATE TABLE rules.pr_sys_rule_impl;
TRUNCATE TABLE rules.pr_sys_appcache_dep;
TRUNCATE TABLE rules.pr_sys_appcache_entry;
TRUNCATE TABLE rules.pr_sys_appcache_shortcut;
TRUNCATE TABLE rules.pr_sys_app_hierarchy_flat;
TRUNCATE TABLE rules.pr4_rule_sysgen;
TRUNCATE TABLE data.pr_sys_locks;
TRUNCATE TABLE data.pr_sys_statusnodes;
TRUNCATE TABLE data.pr_sys_updatescache;
TRUNCATE TABLE data.prpc_ignite_server_addr;
Also delete PegaRULES_Extract_Marker
