User Story vs Requirements and Specifications

I am trying to understand Project management framework (PMF) for managing Scrum projects, I understand we can manage user stories in PMF and link the PMF with Development server for managing the release. I am trying to figure out following things

  1. If we manage user stories in PMF, how we can link it with DCO for requirements and specifications?

  2. If everything is maintained in PMF related to User stories, than why we need to record requirements and specifications?

I am pretty sure someone might have already answered these questions in past. It will be great help if someone point me to right post.
