Is there a way where we can hide the 'textarea' (of RichTextEditor) and enable the toolbar to change the font/color.
i.e. text should be read-only and the toolbar should be editable.

We can make RTE readable using below option:
- Open the RTE properties>presentation tab and use Edit options:
kindly provide more details about 'enable the toolbar to change the font/color' query, so We can suggest.

How to set for RichtextEditor such that text should be read-only and the toolbar should be editable?
In OOTB(out of the box) Pega 7.1.7, the toolbar gets enabled if the RichTextEditor control is editable. If we make the RichTexEditor control as readonly then the toolbar becomes readonly. This is expected behavior. Could you review business requirement and elaborate on the use case.
If you are looking to show/hide the toolbar while the RichTextEditor field is non-editable(readonly), then this can be achieved by checking/unchecking the option 'Show toolbar in Read Only Mode' in the screenshot shared by Gurpreet. Refer the OOTB example from UI Gallery(Designer Studio >> User Interface >> UI Gallery >> Rich Text Editor >> Readonly Rich Text Editor, for this.
