Table Optimization Pagination Issues In A Section

Our application has been in production for while, and we are adding personalization features. Our client has gotten used to the pagination on top and bottom of the table. 

In the General Tab we have all options for Optimize code and Personalize table selected.

If any of the 4 options in the operations tab are selected the pagination does not show on the top, but does show on the bottom:

Allow Group By

Allow Row Height

Show/Hide columns

Show Refresh List
