Survey Rules / Tempoaral Data

Hi ,

In 7.3 LSA course , there is a section in Data Integrity which gives an example to create Custom class Rule-Survey as shown in below screen .

Can we not use the Case Management Survey feature for this requirement , I am not clear on the particular use case where we need to use custom Rule-Survey instead of OOTB survey management feature
