can we consider a Pega Application a Single Page Application like Angular Applications?

Yes, we can consider Pega Application as a Single page application as we load the content in the current page dynamically without loading the entire page.

In addition to kanap2's correct answer, any portal in Pega is considered a Single Page Application (following the definition that SPA's never load the entire page, but elements on the page dynamically). This includes Dev and App Studio as well as user portals. For a more visual example, check out this video showing our new design system - Cosmos - in action: https://community.pega.com/video-library/accelerate-your-workflow-cosmos-ui

Before Cosmos, some of our solutions used tabbed layouts and iframes; personally, I would not consider a web app with an iframe a SPA.
