Significance of dataflow/max_active_runs DSS

Would Like to know the significance of DSS - dataflow/max_active_runs
Does the above dss limits the number of queue process can run concurrently or does it limits the number of threads created out of queue processors can run concurrently?
Our Scenario:
Created a queue processor(Associated to Custom 1 Node Type) and number of threads per node is set to 20.-
Created DSS - dataflow/Custom1/max_active_runs - value is set to 10.
Custom 1 Node type available in cluster - 1
Number of partition for Queue processor: 20
