Significance of Access group in Node Level Datapage
When an access group is configured for a node level data page, Would it be only accessible to users who have the access group configured in the operator record?

The Access Group field (located on the Load Management tab of a data page in Pega 7 and on the Definition tab of a declare page in earlier versions of PRPC) identifies the access group that PRPC uses at runtime to locate the load activity that populates the page.
Select an access group that provides the RuleSets and versions which have all the appropriate rules to run the Load Activity.

But what's so special about a Node level data page.. A normal requestor/thread also looks for the rules, which are available without giving the access group right?

It does not depends on users who have configured access group in the operator record.
