A separate ruleset for integration connector

If during the analysis we discover the a connector is not that much reusable, Can we still go ahead with a separate ruleset itself and add in the organization layer? Or can we make use of OrgInt layer ruleset itself?

I do not think you need to add a separate ruleset. You may still use OrgInt layer. But if you see it is very specific to the application and will never be used org wide then you may create that in FW level Int ruleset as well.
