i have case type "Dispute" and in the case type i have created a property and the property type is external and internal now i have created 10 work objects created the two test users TEST1 and TEST2 now i can assign the internal case to the TEST1 and external case to the TEST2 how can i implement this(without using the routing mechanism)?

The assignment would need to be routed to a user or workbasket so I don't think you can implement this without the routing mechanism. You could have two separate assignments, one of which is the external assignment, and then use a decision shape to either create the internal or external assignment depending on your criteria.
