Rule resolution process

Can someone explain this with an example please. Which check box the below sentence talking about ?

The first two criteria — Class and Ruleset — provide the basics of rule resolution.

Rules which do not have the Use class-based inheritance to arrive at the correct rule to execute check box selected in their class definition are not ranked by class.

This checkbox will be present in the class definition of any rule.

For example: If you want to check for section, you need to check the definition of class Rule-html-section:
