Rule CheckIn/CheckOut feature is not working as expected in 7.1.6

When the Rules are checked In OR discarded, the Instance still remain under checkout button. The Rule resolution is also picking up the same checked out rule. When I tried to access the Checked out rule from the button, system throws an error saying that the Instance doesn't exists.
