Routing to 2 leaders at the same time

We have an requirement in our project where we want to route an assignment to 2 leaders simultaneously in 7.3.1 and there is no dependency which leader to pick the assignment first.

Is it possible through Business Logic or Cascading?

Its not possible to move the same assignment to different users at time.But we can move it to the workbasket where both users have access to this.

Because we want both of them to work on that approval step that are not cascading so any one can pick at any time.
