I think in v719 it is not possible and guess our engineering team is already working on the similar requirement. 

You can have a dedicated section that contains this report definition for now to reduce performance issues.

OOTB the desired may not be possible.
However for this to happen you need to poll for change results indefinitely and refresh only the row that you may wish to.

Let me sum up approximate design that you may use here
1) Create a section with embedded report and have another section as section include to write custom js
2)Custom js should poll for result in a loop lets say every 30 sec and if it detects any change in value it would change the innerHTML of table on UI without refreshing the section.
3) You may use setInterval js function to poll for data every 30 sec interval
4)Loop through the html table on the screen to read values and then call an activity using JS to do OBJ Browse or other RDB method to fetch the value of complete rows.
5)Compare the values in activity itself and determine if it is changed for any row
6)If applicable edit the innerHTML of required table cell at client.

Merits of this approach :- No refresh of complete section and hence end user will have illusion of Dynamic updates

Demerits:- It would be resource consuming.

How to mitigate Demerits?
You can have longer interval between polls and make sure the DB columns for Table are well indexed.
