We don't use the specified Portal in SI 7.11 instead we use default Developer portal for sisysadmin user.
The same is available in Sisysadmin access group along with other related portals that can be checked and custom access groups can be modified based on the same.

The validation error comes from the Rule-Portal.Validate activity. When the portal is configured with a Developer role, the code checks the .pyHeading.pyLandingMenu property. In this case it is null so the error is generated.
It looks like this is an older portal though. What version of Smart Investigate and Pega are you using? Can you use the Developer portal instead for your administrative access?
I am looking at a Pega 7.1.9 system with Smart Investigate installed. The OOTB sysadmin access group includes the following portals: Developer, SIManager, SISupervisor, and SIUser.

Thanks for the propmt response
We are currently using 7.2.2 and SI 7.11.the developer portal is working fine.
We have actually upgraded from 6.1 Sp2 to 7.2.2.
When I try to use the SI 7.11 portals after upgrading I have tried to save as on eportal from SI OOTB and want to make some custom changes to it.
Please let me know ho can I resolve the issue

We did the re-validate and save for the mentioned portal rule but we are getting the same error(pyHeading.pyLandingMenu: Value cannot be blank).
