You can go to the explorer panel and their you will find the down arrow button click on the case on which you want to add the child case.it will show some options their you will find a option called as add a child case. then it will ask the case type configuration for your parent case.

If you create a rule in Case level and @baseclass then in run time the case level rule will be excuted, suppose if we didn't create rule in case level then it will check the rule in class inheritance then it will excutes the rule if find in inheritance path otherwise it exutes the rule from @baseclass only when it is there in @baseclass.
