pr_sys_updatescache not updating in PRPC7.2

In our weblogi environment  cache table pr_sys_updatescache not getting updated.

I am suspecting there is an issue with OOTB, could you provide some help.

Note: stored procedure sppr_sys_updatescache_add  dont have any issues , system pulse up and running.
