Privileges
We have requirement that some of the functionalities should be available/visible to Programme Admin and the same should be made hidden for the lower roles i.e may be for users.
Ideally how we can achieve this functionality across the application.It should be controlled centrally .....

Could you also elaborate on what you exactly mean by functionalities here? Are these access to flow actions?
As Swarendu mentioned security rules like Privileges are the best way to achieve this. Just wanted to know as few of the rules already come with security tab which could automatically take of this requirement.

Would like provide more info what exactly I mean is....
View Payment Info button should be visible to that specific user and also relation manager of that user. So this button/link should be visible to these 2 users and disabled for other users.
This needs to be configured at some centralized area. I mean down the line if we need to add more users or delete it, instead of going to each button where it is specified we can update at one place and can reflect all the areas where this button is utilized.
Request some more tips/info for this approach.......
