Try using the browser developer tools for different user agents with desktop browser and check if its working fine. And also verify the break points configured for the dynamic layouts in the skin.

Hi,

How did you verify that the perform harness is not getting loaded in the screen? Is any Circumstaing done on the perform harness? 

You can check using Developers tools. Also, can you please attach the screenshots of Desktop/IPAD.
