I’ve just tried downloading the .ova and it worked on my end. Perhaps you can try this solution (https://productforums.google.com/forum/#!topic/drive/XlPEDdIK-vg) and see if it helps (shortcut to the setting: chrome://settings/system)? Alternatively, try downloading using another browser or another computer.
