pega dev instance not waking up

on checking mypega cloud I could see Pega dev environment is in hybernate state. But we were logged into dev environment and creating cases in Dev.

Then why it is shown as hybernate?

We tried waking up instance. Even after hours dev instance  is still in waking up stage.
