We can investigate what is happening in your instance, but you can start with checking that requirements are in place, i.e. you have a Digital Messaging Service Manager Id and key installed in the application, the Template Operator for the channel interface has this application as the default Access Group and is not disabled, the base URL value is correct, etc.

Is there an INC that I can refer to to assist?
