Pega 8.3 Installation issue

Trying to install PEGA 8.3 I get the following error message

Unable to load phase 2 bootstrap class: com.pega.pegarules.internal.bootstrap.phase 2 PRBootstrapImpl PRbootphase2.jar

Where  is this jar file?

Did you get this error while installation or after the installation is done and trying to start the server?
