Optimistic locking honors OfflineEnabled function
Is there any resolution for this issue? This is happening on 7.1.9 too.

Hello Jun,
Perform a private edit of the pyLockingMode declare expression rule of class Rule-Obj-CaseType and add the following code in the otherwise case as shown in the screen shot.
@java("tools.getProperty(\"pyLockingMode\").getStringValue()")

Since this issue is related check-in logic of pyDefault, it seems to work when deselect “Use check-out” option of ruleset and modify the pyDefault.
I am still concerning if this workaround caused to other functionality of OOTB.
