Not returning connection 0 for database "pegarules" to the pool as it previously encountered the following error

While I'm trying to connect to personal edition 7.3, I'm facing the error below

ERROR - Not returning connection 0 for database "pegarules" to the pool as it previously encountered the following error
User ID: (unknown)
Last SQL: select pzPVStream from rules.pr4_base where pxObjClass = ?
org.postgresql.util.PSQLException: ERROR: permission denied for relation pr4_base

Please find the complete stack trace,PRConfig.xml and context.xml in the attachments

App server: Tomcat 8

DB server: Postgres

I have performed the solution mentioned in - https://community.pega.com/support/support-articles/not-returning-connection-0-database-pegadata-pool (by updating context.xml and pr-config.xml files). Yet the error persists.

Kindly help to resolve this issue

PS: I have attached the XML files as txt files.
