not able to access pending workbasket to resume flow

I have two different work objects A-1 and B-1 (no P-C relation). A-1 is assigned to User (PegaRULES:User4) and B-1 is assigned to work basket having admin role (PegaRULES:SysAdm4).

My business requirement is when user submits the assignment of A-1, we need to open B-1 and resume the flow.

I have tried to open B-1 in post activity of A-1 assignment and called Resumeflow activity on opened B-1 workpage to resume flow but I am getting
"‘you are not authorized to open instance ASSIGN-WORKBASKET-'" which is pretty obvious as user doesn't have admin access.

When a admin is submitting the A-1 assignment, everything working fine.

Any other approach to achieve above requirement?
