No action record in Update Existing Applications wizard after upgrade

After upgrade of Pega Marketing from 7.2.1 to 7.3.1, not able to see any action record in Update Existing Applications wizard (Designer Studio -> System -> Release -> Upgrade -> Update Existing Applications). We have no used Installation and Upgrade Assistant during upgrade so need to run manually.

Can we know, why you have not used the recommended tool for the upgrade ? Did you import the RAP's manually or what was your followed steps ? We need more information to help here.
