Need to allow only one specific time zone irrespective of what ever timezone the user enters

Hello,

I need a quick help on one of the requirement. If the user enters a time in CST or PST or MST it should not allow until and unless he enters the current EST time. So only allowable time is current EST time irrespective of his location. If he enters any other time other than EST, then we will display a error message and ask to enter the EST time.
