Major Version Skimming copies only the highest version of each rule from the previous major version. It excludes withdrawn or deprecated rules. So you cannot rely on rule count.

Generally for any refractor level action in PEGA. It always generates an Audit report in the end for review. The same should have been the case for skimming also. Did it not provided you with the report?

In any case, Skimming is a tried and tested tool in PEGA, so ideally it should have copied all the available rules in the new major version. It should not be causing any discrepancies there.

To check if all lower versioned rules are skimmed in major version skimming in Pega 8.8.1, first go to Records and filter rules by the new skimmed version, like 02-01-01. Check if the latest version of each rule is present there. Then, open a few rules from old versions like 01-01-01 and see if they are either not needed anymore or marked as 'No' in availability. You can also run a Report Definition to list all active rules in lower versions and make sure they are either copied or no longer required. If a rule from the old version is still in use but not moved, it means it was missed in the skimming process. This helps confirm whether all needed rules were included in the new major version
