Logs filled with "Rules Defined: Properties watched: Required Rule Entries:". What could be the reason?

We are using 6.1SP2. We see the below messages in logs in DEV.

infengine.cbi.GlobalCache) INFO    - GlobalDeclarativeClass for System-Requestor-
Rules Defined:
Properties watched:
Required Rule Entries:

What could be the reason for this messages in logs?
