We have a requirement to localize our workflow into a different language. Pega's OOTB localization is limited to static Labels and Error Messages.

Our Business requirements such that the labels and other static content must be managed by business users and the label for a particular field can change based on a particular usecase. We are currently achieving this by providing a custom data table for the users to enter and manage the labels and other content on the screen.

The problem we are looking for a solution is to localize these dynamic content to a new language. Does the solution for this has to be fully custom or is there anything OOTB that we can leverage. Also if anyone has handled requirements like this before or if you have any other suggestions please let us know.
