I do not believe there is an OOTB feature for this. Min/max characters, yes. But min/max "rows", no.

If you really want to achieve that , you need to write a script for doing that. For help you can refer below link:

First try to run the script in userworkform and if does work, run that script on the event basis for specif text area.This you can achieve by defining action set for that control based on some event .
