if you know your application you should be able to identify what to check first...
You've got DB, Application Servers, Firewall maybe, some external systems (middleware, ..)
You can then have DB locks, long lasting queries, DB slowness, communication issue with external system, FS full, issue with CPU, with memory. You could suffer from external system not replying to your request, etc..
When you start dealing with performance, you should have some more info.
Perfomance issue when doing what, for who, for which action? global, local, for some users, for all, for all kinds of activities, for some only...
This is actually not linked to PEGA, all above is for any kind of application..
