How to trigger a flow from HTML?

I have small requirement,

I have button in Html(external system) When I press button I have to trigger the flow. Could any one suggest me how to achieve this?

Whenever user logs in a requestor ID gets generated and so Does PegaRules cookie.

I don't think you would be able to interact without Logging In.
