How to subscribe pega to oracle notification services events

we have an incident where the database went down in production and impacted users that are logged into the system, as a preventive measure we are looking to subscribe the application to Oracle notification services events to that it can notify us in an event if the database where pegaRULEs is running goes down. 

I am looking for steps/documentation to configure these notification on a pega platform that runs on Tomcat middleware.
