How to schedule a process

I met an issue that i need submit a query per 10 minutes in a web application. if there is a set of result, the next process will handle the items one by one.

My question is that:Is there any better solution instead of using infinite loops or invoke javascript in a process to implement this requirement ?

Is there any control like scheduler in openspan Proprietary information hidden?

My environment is OpenSpan Plug-in for Microsoft Visual Studio 2010+Visual Studio 2010 Professional
