How To Pass Parameter Value in When Rule

When rule form is having Parameter Tab to define Parameters for the rule. How to pass parameter value to When rule when calling the When rule from Activity, Data Transform, and UI like Section, Layout, cell etc? If the parameter value is NOT able to pass to When rule, why parameter tab is available in When Rule Form?

you need set the parameter in DT which are going to be used in when rule and then refer them in when rule
