Hi @KiranV755: Libraries are non versioned instances. So to move it to higher environments, you can add the pzinskey (get it from action -> view XML  or Shift + F8) of the library in the individual instances to include part of product rule. Include associate data option will also helps.

Functions are versioned rule instances. If you have included the appropriate ruleset and version in the product rule, it should take care. You can also add them as individual instance getting the pzinskey.

You can use preview product file option to validate if the respective instances are included.

Note: deployment of library / function need a restart in target environment. Or you should generate them manually in the target environment.
