How to migrate localization ruleset (xxxx_ja) from dev to staging

I want to migrate localization ruleset (xxxx_ja) from dev to staging, but I cannot find the localization ruleset in application package wizard.

Please tell me how to migrate the localization ruleset.

What if you uncheck the box above the Ruleset Name field? Otherwise, can you add it directly in the Product rule?
