Hi, Did not get your question clearly?, do you want how to implement custom authentication? or your guest users hsould not use any authentication and create the cases?

in any of the above scenarios if  you have to create Authentication service under sys admin as custom and update your XML file with Servlet mapping and provide the URL to the user. and write your own logic under authentication service rule.

Hi, Is your requirement is to implement an application portal that allow guest user (without any login) to create case.

1. You can try triggering case creating using Pega API from a portal.

2. Implement Custom Authentication that login you as guest operator and allow you to create case.

You should look into using Pega Mashups (previously known as IAC) for that use case where you want to initiate cases as Guest.
