Could you explain in details, what you mean by "other than Declare Index"?

Pre-assuming that you're not creating declare index rule manually rather it's done by Optimization wizard itself.

There are multiple ways to extract from BLOB column,

- "Optimization tool" to expose the embedded property from the BLOB object. By default, PRPC stores properties that are embedded in a Page List or Page Group property in a BLOB ("Binary Large OBject") column in the database. In order to make these properties available for reports, and to optimize them for processing in other operations, the Property Optimization tool optimizes ("exposes") the values of an embedded property by creating a concrete Index- class, properties for the new class, and a Declare Index that allow PRPC fast access to the property values without having to process the entire BLOB entry. - BIX  - ​Business Intelligence Exchange (BIX) is an add-on product consisting of a ruleset and a stand-alone Java program that can be run from a command line. BIX extracts transactional data stored within the PegaRULES database into formats suitable for export to a consolidated data warehouse. Refer left panel links for more details.
