How do we encrypt the DSS values in the application

we are building a security related application in the enterprise system , want encrypt the DSS (Dynamic System Settings) values like configuration vlaues, apikeys, EndpointUrls in the applications.

We tried using the password controls and properties but the section rules final can't able to change them.

Please let us know is there any way to encrypt and decrypt the DSS settings.
