How do I optimize pulling CLOB data from Oracle database ?

The following tables have CLOB data :

PRPC_RULES.pr4_rule_ruleset

PRPC_APP.pr_data_decision_ddf_runtime 

 

How can we optimize queries or configure webserver configuration for pulling CLOB data from above tables ?
