I added the below code in userworkform and the RTE looks like this. 
<style>
.cke_editable {
color:green;
background-color:red;
}
</style>

Hopefully making these changes will help you get the desired results.

Did you get the chance to try the solution provided by my colleague Rachit?. 

In case if you are not interested to add the style in Userworkform then you can add the style as Rachit suggested in your application related stylesheets by overriding the style properties as below:

<style>
.cke_editable {
color:green !important;
background-color:red !important;
}
</style>

I hope this information will help you to resolve the issue as per your requirement.

I tried to update this class in one of the application layer css file however its not getting applied.

Any suggestions why it would not be working?
